USAID in Rwanda is issuing a Request for Information (RFI) to gather feedback on the design of the activity titled Strengthening Pathways to Language, Literacy, and Learning for Learners who are Deaf (SPLD). The aim of this activity is to improve learning outcomes for deaf children in Rwanda by enhancing teacher training, engaging deaf youth, promoting Rwandan Sign Language (RSL), and leveraging digital technology.
The RFI does not constitute a Request for Proposal or a Request for Application, and the U.S. Government is not committed to issuing a solicitation at this time.

The RFI serves solely for information-gathering purposes, without obligating the U.S. Government to issue a subsequent solicitation. Feedback collected will inform future program development aimed at supporting Rwandan learners who are deaf, thus enhancing their educational access and outcomes.
