The Department of Transportation, Federal Highway Administration (FHWA) seeks technical assistance for its National Scenic Byways Program (NSBP). The primary goal is to enhance the program's online presence and improve support for state and tribal coordinators through effective project management, training, and mapping services.

Offerors must demonstrate their technical capability and experience in project management, marketing, design, and mapping to deliver the required technical assistance.
The contract is estimated at $500,000 and will be awarded based on a combination of technical merit and price. The contract type is a Firm Fixed Price (FFP) arrangement, with a potential duration of 36 months and extensions available.
The labor and other direct costs budgets are estimated at $158,000 and $7,000 respectively, while the total value of the contract is estimated at $27.5 million over 36 months.
Offerors must submit their quotations by the deadline of 1:00 pm on August 8, 2024, in the form specified by the solicitation. Quotations must include a technical quote detailing the approach and experience, and a price quote using the provided Contract Line Item Number (CLIN) structure.
Technical questions should be directed to the primary and secondary contacts by 1:00 pm on July 19, 2024. The government may choose to answer only the questions it deems necessary, and the responses will be issued as an amendment to the solicitation.
The evaluation of quotations will give equal weight to technical capability and past performance, with technical capability being deemed more important. Within these criteria, the FHWA will make a best-value award determination.
