The Department of Veterans Affairs (VA) issues a Sources Sought Notice to gather information about potential suppliers capable of fulfilling the department's requirements for environmental control units (ECUs). The VA seeks a HDT Expeditionary Systems, Inc. 6-ton ECU or an equivalent solution that meets the following requirements:
- Skid-based 6-ton basic ECU unit.
- Environmental control unit with hot gas by-pass, 72,000 BTUs, and 2,200 CFM.
- Unit must have 3' air ducts attached, with the ability to extend up to 16".
- Designed for portability, with a formed aluminum enclosure and CARC paint system.
- Must conform to FDA clearance and the Buy American Act.
- Respondents should detail their capabilities in meeting these requirements and provide a lead time for delivery.
Size of Business and Eligibility Criteria:
- The VA is interested in hearing from small businesses, including those that are service-disabled veteran-owned, veteran-owned, HUBZone, or woman-owned.
- Businesses should self-certify their size status according to the NAICS code provided (339113, size standard of 800 employees).
- Manufacturers, authorized distributors, or companies providing equivalent solutions are welcome to respond.
Subcontracting and Compliance:
- Respondents should outline how they ensure compliance with subcontracting regulations per 13 CFR § 125.6.
- The VA encourages respondents to provide general pricing information for market research purposes. However, this information will not be used in the evaluation process.

- Include the company's SAM.gov Unique Entity ID/Cage Code number in the submission.
- For eligibility, companies must submit a capabilities statement addressing the salient characteristics outlined in the notice.
Evaluation Criteria:
- The VA will evaluate responses based on the extent to which companies can meet the required salient characteristics and any additional feedback or suggestions they provide.
- The information received will be used to inform future acquisition decisions.
