    Sources Sought STATE, DEPARTMENT OF US Mission Sao Tome

    The Department of State is conducting market research to determine the degree of interest and capability by small businesses only in providing local guard services at the U.S. Embassy Sao Tome. The local guard service's primary mission is to provide protection for United States personnel, facilities, and equipment from damage or loss due to violent attack and theft. The services required include preventing unauthorized access, protecting life, maintaining order, deterring criminal and terrorist attacks, and preventing damage to all U.S. assets. Interested parties must demonstrate capabilities through examples of previous and/or current guard security contracts or closely related experience. The services require compliance with host country law, including licenses, work authorizations, and knowledge of labor and tax laws. Additionally, vendors must provide insurance coverage, operate and maintain a radio network, and be familiar with security equipment. Other requirements include furnishing guard force equipment, overcoming language barriers, instructing personnel in the use of firearms and x-ray equipment, maintaining a 24/7 guard staff, dealing with labor unrest, hiring and training host country nationals, providing trained equipment technicians, understanding import and export regulations, complying with the Arms Export Control Act and International Traffic in Arms Regulation, managing contract transition efforts, screening personnel, and maintaining organized billing and invoicing procedures.
