The Department of the Army, through the U.S. Army Corps of Engineers (USACE) Portland District, is seeking a contractor for the Willamette Valley Downstream Fish Passage Monitoring project, which involves rotary screw trap sampling and bulk marking of juvenile Chinook salmon and winter steelhead. The primary objective is to enhance fish passage and water quality in compliance with a U.S. District Court injunction, necessitating rigorous research, monitoring, and evaluation (RM&E) of the interim measures implemented at various dams in the Willamette Valley. This contract will be awarded on a total small business set-aside basis, with a competitive selection process focusing on technical merit, past performance, and price, and is anticipated to be released in mid-November 2024.
