The Defense Logistics Agency (DLA) seeks industry proposals for a five-year contract to manage containerized solid waste and refuse collection, as well as disposal services at the Defense Supply Center Richmond (DSCR).
The scope of work involves providing waste management solutions, including the leasing, placement, and maintenance of varied-capacity waste containers at designated DSCR locations. The key requirements are to collect and dispose of waste efficiently, with disposal methods based on container weight. The containers come in different sizes, including 6 cubic yard (CY), 8 CY, and 30 CY units. The contractor must adhere to strict safety, environmental, and quality assurance protocols, employing approved sanitation methods for the containers. Additionally, the contractor should possess the equipment and manpower for scheduled waste collection, ensuring timely disposal and incentivized performance.
The DLA encourages participation from vendors with experience in the unique waste management needs of military installations. The selection process will prioritize technical and management expertise, along with past performance evaluations and cost reasonableness. It's a firm-fixed-price contract, with the government intending to award the project without negotiations using a lowest-price technically acceptable approach.
Interested vendors must submit their proposals electronically, encompassing detailed technical plans, pricing breakdowns, and past performance references. Key dates to note are the clarification deadline on June 26 and the submission deadline on July 26.
For this complex waste management project, the DLA seeks a competent industry partner to maintain efficient and sustainable solid waste management practices at the DSCR.
