MIL-PRF-38299E is a performance specification for purging fluid used to preserve jet aircraft fuel tanks before maintenance. This document, superseding MIL-PRF-38299D, outlines detailed requirements for the fluid's chemical and physical properties, including distillation, specific gravity, sulfur content, freezing point, and electrical conductivity. It references numerous ASTM and federal standards for testing methodologies. The specification also covers material composition, approved antioxidant formulations, and an electrical conductivity additive (Stadis® 450). Toxicity guidelines ensure personnel safety, and the document specifies inspection, sampling, and packaging requirements for procurement by Department of Defense agencies. The fluid's intended use is to enable safe and quick aircraft maintenance in austere conditions.
The 309 Aircraft Maintenance Group (AMXG) requires 15,000 gallons of Purge Fluid conforming to Mil-Spec: MIL-PRF-38299E, Part Number M38299. The fluid must be delivered to Hill AFB, Utah, specifically to Buildings 236 & 680, 5875 Southgate Ave. Deliveries are required within three weeks ARO, Monday-Thursday, 6 AM to 1 PM MDT, with each truck arriving at least 24 hours apart. The contractor must use a semi-tanker trailer and provide a Certificate of Conformance, Bill of Lading, and Safety Data Sheet. The tanker must have 2-inch and 3-inch cam-lock quick connect/disconnect pipefittings, a minimum 20-feet of 3-inch approved hose, and the ability to pump the fluid in case the AMXG's pump is inoperable. Drivers need a valid REAL Driver's License, English proficiency, and must pass a security check. They must contact the Government POC (Gage Watts or Phil Benstog) the day before arrival for base sponsorship through the Truck Gate (I-15 at Exit 338 Roy, UT) and will be escorted at all times within 309 AMXG Facilities.
