The Department of Defense, through the U.S. Army Combat Capabilities Development Command – Chemical Biological Center (DEVCOM CBC), is initiating a competitive Cornerstone Initiative Request (CIR) for the SAMDIB Project Call – Project Rapid Applied Materials and Processing (RAMP). The objective of this procurement is to establish a facility capable of rapidly manufacturing metallic materials, including castings, forgings, and rolled plate products, with a target operational throughput of 5 to 10 heats per week and a processing time of 7 to 14 days for heat treatment and mechanical characterization. This initiative is critical for modernizing the defense industrial base and enabling timely material and manufacturing process advancements, addressing the historical gaps left by the closure of key DoD facilities post-Cold War. Interested parties must be members of the Cornerstone Consortium and have an active registration in SAM.gov to submit proposals, with the CIR expected to be issued around January 30, 2025.
