The Defense Health Agency (DHA) is seeking to award a sole source contract to 3M for its Outpatient Code Editor (OCE) and TRICARE Pricer Software, which are essential for processing hospital outpatient claims for TRICARE eligible beneficiaries. The contract will cover a base period from December 22, 2024, to December 21, 2025, with two additional one-year options, ensuring compliance with the reimbursement rules set by the Centers for Medicare and Medicaid Services (CMS). This software is critical for the licensing of a TRICARE-specific Outpatient Prospective Payment System (OPPS) Pricer, which is necessary for the accurate auditing and verification of payments for hospital outpatient claims. Interested parties may submit a capability statement along with an authorized letter from 3M to demonstrate their ability to meet the requirements; if no responses are received, DHA will proceed with the sole source award to 3M.
