The Defense Counterintelligence and Security Agency (DCSA) is seeking sources for an electronic system or application to provide real-time verification of birth certificate information, crucial for personnel vetting and background investigations across federal agencies. The objective is to automate the process of obtaining birth certifications and verifications, allowing immediate responses through both web services and manual interfaces, thereby enhancing the efficiency of background checks. This initiative builds on DCSA's existing use of the National Association of Public Health Statistics and Information Systems (NAPHSIS) Electronic Verification of Vital Events (EVVE) application since 2009, which has streamlined the verification process for the majority of U.S. birth jurisdictions.
