This document outlines the roles and responsibilities for the Statement of Objectives Request for Information (RFI) involving NSF, SPRIND, and the Contractor in a collaborative initiative. The primary focus is on the process of topic selection, outreach, cohort selection, and subsequent mentoring of selected teams.
Workstreams are divided into several phases, starting with the formulation of topics and applications, followed by outreach and participant recruitment. Both NSF and SPRIND share responsibilities for developing proposals and agreements, while the Contractor handles the coordination of the review and logistics. The mentoring phase provides targeted support to participating teams, facilitating technical and business development opportunities.
Finally, documentation and reporting tasks are designated primarily to the Contractor, ensuring consistent progress tracking and knowledge sharing. This collaboration underscores the importance of clear roles in managing grants and proposals at the federal level, allowing for efficient project execution and achievement of objectives through combined efforts of all parties involved.

The Participation Agreement for the Challenge “Circular Biomanufacturing,” established by SPRIND GmbH, outlines a competition aimed at developing prototypes that utilize various waste streams for sustainable biomanufacturing. The initiative addresses environmental concerns by promoting a shift from reliance on newly mined resources to using existing materials, fostering a circular economy.
The challenge comprises three stages:
1. In the first stage, participants will create process engineering principles and develop methods to produce purified biomanufactured products from self-selected carbon-containing waste streams. The duration is from November 1, 2023, to October 31, 2024, with funding of up to €1.5 million.
2. The second stage, lasting from November 2024 to October 2025, involves practical implementation and analysis of these techniques, with a budget of €2 million.
3. The final stage focuses on integrating the developed components into a functional prototype, with an expected budget of €2.5 million.
Throughout the competition, participants must adhere to reports, coaching, and cooperation guidelines while managing intellectual property rights developed during their projects. The goal is to create a scalable, market-ready biomanufacturing facility that processes waste efficiently into commercially viable products.

The U.S. National Science Foundation (NSF) has partnered with the German Federal Agency for Breakthrough Innovation (SPRIND) to launch a challenge program aimed at accelerating innovative technologies through unconventional approaches. The NSF seeks proposals from organizations capable of engaging a diverse range of applicants, fast-tracking proposal evaluations, and facilitating collaborations with international experts. The initiative aims to implement a nimble process that complements traditional NSF funding streams while enabling breakthroughs in technology.
Interested contractors should possess experience in navigating complex funding environments, mentoring teams, and fostering technological translations into marketable products. The program consists of four primary workstreams: outreach and selection of applicants, subcontracting with selected teams, providing mentoring and technical support, and documenting progress and lessons learned. The NSF is soliciting feedback and visions from potential proposers to refine the program design. Responses are encouraged but not mandatory, and no financial obligation is implied by the request. This initiative represents an innovative approach to support high-risk, high-reward research, reflecting a growing trend in government partnerships aimed at boosting technological advancements.
