The Department of Defense, specifically the Corps of Engineers Omaha District, is soliciting input from the construction community regarding the potential use of Project Labor Agreements (PLA) for a large-scale construction project at Ellsworth Air Force Base in South Dakota. The project involves the construction of six pre-engineered metal Environmental Protection Shelters (EPS) and associated facilities, with a total estimated construction cost between $25 million and $100 million, and is expected to be funded primarily through MILCON appropriations. Interested parties are encouraged to provide feedback on the use of PLAs, including insights on local labor availability, project scheduling, and the potential benefits or drawbacks of implementing a PLA for this project.
