    Notice of Intent to Sole Source - Healthcare Claims Data Benchmarks
    The Department of Labor (DOL), on behalf of the Employee Benefits Security Administration (EBSA), intends to award a sole source contract to Fair Health, Inc. to provide healthcare claims data benchmarks. The healthcare benchmark files will be used in an existing EBSA analytical tool that assesses disparities between reimbursement rates of medical or behavioral healthcare services. This tool is used for EBSA investigations and the determination of procedure and locality-specific rates. The benchmarks from Fair Health, Inc. will be incorporated into the tool as source files.
    Re-coding the agency's tool to accommodate different file structures from other vendors is cost prohibitive and would negatively impact EBSA's deliverable schedule and other program requirements. Switching to a different vendor would require substantial ramp-up time and the re-design and re-coding of the current tool. Additionally, using different vendors for healthcare benchmarks may result in variations in the benchmarks themselves, leading to potentially different results in EBSA's investigations of reimbursement rates. Therefore, maintaining consistency in the benchmark product is necessary for EBSA to maintain uniformity in its investigations.
    This notice of intent is not a request for competitive quotations, but interested parties may identify their capability to respond to this requirement. The Government will consider all quotations/responses received prior to the closing of this announcement. Interested parties must provide clear and convincing evidence that competition for this requirement would be advantageous to the Government. The Government will make a determination whether or not to compete this proposed requirement based on the responses received.
    Written responses to this Notice of Intent to Sole Source should contain sufficient documentation to establish a bonafide capability to fulfill the requirement. The Government will not be responsible for any costs incurred by interested parties in responding to this notice.
