The US Coast Guard Base Kodiak has issued a combined synopsis and solicitation, marked as a total small business set-aside, seeking quotes for a firehouse rope technician course.
The primary objective is to procure up to two iterations of the USCG Base Kodiak Firehouse Rope Technician Class I/II, each accommodating up to 30 students. The classes should adhere to the outlined statement of work and ideally take place in late August or early September 2024 at the USCG Base Kodiak in Alaska.
The successful awardee will be responsible for delivering the training course, including all necessary instruction and materials, for the specified number of students. The course aims to certify attendees as rope technicians, covering topics such as knot tying, rope handling, and rescue techniques. The statement of work provides a detailed curriculum outline, including specific learning objectives for each session.
The eligibility criteria emphasize the capabilities and qualifications of the instructor(s) who will deliver the training. Applicants should have a strong background in rope rescue techniques and instruction, preferably with certifications in technical rope rescue. Experience in adult learning principles and previous military or emergency services training is highly desirable.

The evaluation of quotes will consider technical capability (60%) and price (40%). The technical capability will be assessed based on the qualifications of the instructing staff, the proposed course outline, and the overall understanding of the requirement.
