The Department of Veterans Affairs (VA) issues a presolicitation notice for renovating and expanding Urgent Care Clinic Building 1 at the Mann-Grandstaff VA Medical Center in Spokane, Washington. Key deliverables include conceptual designs (10% submittal), detailed designs (35% submittal), technical specifications (65% submittal), and a complete bid set (95% submittal). Firms will have a 329-day design timeline and should be prepared for construction phasing due to the facility's operational constraints. The project is expected to complete within 315 days and has an estimated construction cost of $10–20 million or more.
To be eligible, applicants must hold relevant professional certifications and have a proven track record in design, construction, and project management. The VA will prioritize firms with local knowledge and experience in construction period services. SDVOSBs must submit SF 330 qualification packages by the response deadline on August 8, 2024, and adhere to the specified page limitations.
The VA will evaluate firms based on their professional qualifications, specialized experience, capacity, past performance, and understanding of the local area. Geographic proximity to the project site is also a consideration. It's important to note that only the highest-rated firm will be considered for a site visit.
