Notice of Intent to Sole Source ENERGY, DEPARTMENT OF Special Notice: The Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to Micropyretics Heaters International (MHI), Inc. for the MHI Airtorch GTA925-8-28(PV) Industrial Air Heater. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 3:00 PM ET on December 22, 2023.

Notice of Intent to Sole Source to IMPLAN The Department of Energy (DOE), National Energy Technology Laboratory (NETL), intends to award a purchase order on a sole source basis to IMPLAN for the purchase of a 12-month subscription to the National Package. IMPLAN is the exclusive developer, manufacturer, and sole distributor of the integrated software used at NETL for conducting economic impact assessment needs. No other vendor can provide this type of service. The service being procured is a 12-month subscription to the National Package provided by IMPLAN. This subscription includes integrated software used for conducting economic impact assessment needs. The subscription will be used by the Department of Energy's National Energy Technology Laboratory (NETL) in Morgantown, West Virginia. Interested parties who believe they can meet the NETL requirement may identify themselves and provide evidence of their capability to fulfill the requirement. These materials and coatings will be used for experimental validation of computational predictions and coating performance assessment. The procurement includes spark plasma sintering capabilities, air plasma spray deposition capabilities, characterization techniques, production of thermal spray powders, expertise in rare earth silicate materials and coatings, expertise in environmental performance testing of environmental barrier coatings, and machine learning-based methods for property optimization in complex ceramic materials. This furnace is designed for military aircraft maintenance heat treating of aluminum, PH stainless, titanium, and ferrous alloys. It must meet AMS2750F & TO 1-1A-9 Certified Temperature Uniformity Survey. The procurement is for one DEF-DC-RH-181248/2000-CH-241648/1200 DELTA-H Defender Series Dual Chamber Aerospace Heat Treating furnace system. The furnace must meet the following salient characteristics: a. Meets AMS2750F & TO 1-1A-9. b. Certified Temperature Uniformity Survey (TUS) Work Volume: Lower Radiant Heat Chamber 2000°F 18“W x 12“H x 48” Deep. c. Meets Class 3, +/- 15°F from 1,200°F to 2,000°F. d.
