    Description

USAID/Vietnam is seeking feedback on the draft Program Description for the "Inclusion II-b" activity, aimed at enhancing the quality of life for persons with disabilities in Binh Dinh and Kon Tum provinces, particularly those affected by Agent Orange. This initiative, which is part of a broader five-year framework from 2021 to 2026, focuses on expanding rehabilitation services, improving social services, enhancing disability policies, and strengthening the capacities of both the Prime Awardee and subawards. The project is significant as it continues USAID's long-standing commitment to disability support in Vietnam, with key deliverables including serving over 6,200 individuals and ensuring accessibility in new public infrastructure. Interested parties are encouraged to submit their comments to Ms. Hoa Nguyen at hoanguyen@usaid.gov and Mr. Bryan Moody at bmoody@usaid.gov by 10:00 Hanoi time on June 7, 2022, as the final Program Description will be informed by this feedback. The anticipated Notice of Funding Opportunity (NOFO) is expected to be released in mid-June 2022.

The USAID/Vietnam Disability Project "INCLUSION II-b" aims to enhance the quality of life for persons with disabilities in Binh Dinh and Kon Tum provinces, focusing on those affected by Agent Orange. This initiative is a continuation of USAID’s extensive support since 1989, targeting rehabilitation, social services, and policy improvements through a five-year framework from 2021 to 2026. The project consists of four main objectives: expanding rehabilitation services, enhancing social services, improving disability policies, and strengthening the capacities of the Prime Awardee and subawards. Key deliverables include serving over 6,200 individuals with disabilities, improving care skills for caregivers, and ensuring that new public infrastructure meets accessibility standards. The project will prioritize participatory and multidisciplinary approaches, emphasizing the involvement of persons with disabilities as active stakeholders. It also focuses on local capacity development and private sector engagement, ensuring that at least 55% of the funding directly assists individuals and families affected by disabilities. Compliance with environmental regulations and promoting gender equality are integral considerations. Through these efforts, USAID and local partners aim to create sustainable improvements in disability services and support systems in Vietnam.
