The U.S. Coast Guard (USCG) seeks to increase the contract ceiling for Fast Response Cutters (FRCs) from thirty-three to thirty-seven within the ongoing Phase II contract, originally awarded in May 2016. This adjustment supports the National Drug Control Strategy and targeted maritime security missions in alignment with the U.S. Indo-Pacific Strategy. As of January 2024, out of a total of 65 planned FRCs, 55 have been completed. An additional four FRCs are requested to enhance maritime presence in the region. Bollinger Shipyards, the sole contractor with specific expertise and rights to the design, is identified as the only vendor capable of fulfilling this requirement without incurring significant costs or delays inherent in a re-competition. Given the complexities involved—such as the existing contract's structure and potential escalation of costs—contracting without full competition is justified. The project has undergone market research, concluding that no other domestic shipbuilder can meet the timeline or budget effectively. Compliance with relevant laws and regulations ensures that the cost consideration for the proposed works is fair and reasonable. Notably, only one expression of interest was received from the synopsis published in January 2024.
