This justification for other than full and open competition is based on L3 Aviation Products, Inc. being the Original Equipment Manufacturer (OEM) and the only known source with the necessary capabilities, data, and expertise. Previous attempts to acquire technical data from the OEM for competitive repair have been unsuccessful, and developing another qualified source would cause unacceptable delays and potentially ground the KC-135 fleet.
