The Office of Acquisition and Grants Management (OAGM) is hosting a virtual Reverse Industry Day on Wednesday, July 31, 2024, from 10:00am -12:00pm ET. This event aims to compare and contrast contract requirements and evaluation criteria from actual "best value" procurements, providing insights into how different language influences bidding, pricing, teaming, and solution development decisions for companies. The discussion will cover various aspects of procurement language, including Sections B, C, L, and M of a Request for Proposal (RFP), and will address challenges and unintended consequences related to cost and quality of solutions from contractors. Key topics include multi-step evaluations, conflicts of interest, price realism, Statement of Objectives (SOO) versus Statement of Work (SOW), labor categories, past performance requirements, key personnel, and small business policies. The event will provide the CMS acquisition community with a better understanding of common procurement language that may limit industry's ability to bid on and deliver innovation, as well as the factors influencing a company's "price to win" strategy.
