The U.S. Army Corps of Engineers, Louisville District, is conducting a Project Labor Agreement (PLA) survey for the reconfiguration and modernization of the LTC Luis E. Martinez Army Reserve Center (ARC) in Perrine, Florida. The project involves significant construction activities, including the alteration and renovation of an existing training building, the construction of a new Area Maintenance Support Activity (AMSA) and Vehicle Maintenance Shop (VMS), and various supporting facilities, with an estimated construction cost ranging from $25 million to $100 million. The survey aims to gather insights from the construction community regarding the potential use of a PLA, which may enhance labor-management stability and efficiency in federal procurement.
