The Department of Defense, specifically the Department of the Army, has issued a Combined Synopsis/Solicitation notice for the procurement of catered meals in Tupelo, MSARNG. The meals are required for the Mississippi Army National Guard and will consist of hot breakfast, lunch, and dinner. The meals will be provided for a period of two days, with specific quantities for each meal. The delivery location is 2705 West Jackson Street, Tupelo, MS 38801. The deadline for submitting quotes is November 27, 2023, and the evaluation will be based on price, technical capability, and past performance history. Interested offerors must be registered in to be eligible for the contract award.


This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. Solicitation number W9127Q24R0005 is being issued as a Request for Quotation (RFQ) with OPEN MARKET PRICING. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2024-01, Effective November 14, 2023, and the Defense Federal Acquisition Regulations (DFARS) Publication Notice (DPN) dated October 30, 2023. This requirement is a small business set aside under NAICS 722320 with a size standard of $9M. This requirement is subject to the availability of funding IAW FAR Clause 52.232-18. The MSARNG has a requirement to provide hot breakfast, lunch and dinner catered meals. See attached Statement of Work for the full scope of work. CLIN 0001: Breakfast Meals (Qty: 120 daily X 2 days, total 240 EA)                     POP: 6-7 December 2023 CLIN 0002: Lunch Meals (Qty: 154 daily X 3 days, total 462 EA)                     POP: 5-7 December 2023 CLIN 0003: Dinner Meals (Qty: 120 daily X 3 days, total 360 EA)                     POP: 5-7 December 2023 Delivery to: 2705 West Jackson Street, Tupelo MS 38801 Period of performance (POP):  5-7 December 2023 Basis of Award: The government intends to award a purchase order to the responsible offeror whose quote conforms to the solicitation and is considered to be the most advantageous to the Government in accordance with FAR Part 12, Acquisition of Commercial Items, Evaluation will be in accordance with FAR 13.106 and is based on Best Value to the Government in terms of (i) Price; (ii) Technical capability, to include the capability to provide the full scope of work; (iii) Past Performance History. Technical Capability and Past Performance, combined, shall be equal to Price. Instructions to Offeror: To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. Proposals shall include: (1) Price quote, to include itemized description of what is included in the quote (2) Technical: description identifying how the contractor will execute the requirement, as well as subcontractor information, if applicable and menu options. (3) Recent/Relevant Past Performance History: Provide at least three (3) projects, similar in scope, performed within the past 3 years. The offeror may also be evaluated based on other internal Government or private source information (i.e. CPARS, FAPIIS, etc). Note: quotes submitted without detailed description information and/or only restate the government provided specification will not be considered acceptable and shall be removed from further consideration. This notice does not obligate the Government to award the contract; it does not restrict the government's ultimate approach; nor does it obligate the Government to pay for any quote preparation costs. Only firm fixed price offers will be evaluated.
