C130J Digital Heads Up Display Enhanced Vision System Demonstration

This document is a justification for an exception to fair opportunity for a federal government contract, specifically a delivery order against the OASIS IDIQ, with an estimated value of $10,000,000 over 14 months. Developing a new system by a competitor would take a minimum of three years and incur costs exceeding $45 million, significantly more than the $10 million congressional allocation. The contract will use fixed-price CLINs, and cost reasonableness will be ensured through price analysis. The agency plans to monitor the market for future competition but currently considers this a temporary demonstration, not a production capability.
