The Department of Commerce, through the Bureau of Industry and Security, has issued a Request for Proposal (RFP) for the initiation and research of an emerging NATO concept, specifically aimed at enhancing NATO's strategic capabilities. This procurement seeks qualified governmental or commercial entities from NATO member countries to manage and coordinate the development of this strategic initiative, which includes two main components: Concept Development Initiation Management and Research Planning. The selected contractor will engage stakeholders, coordinate workshops, and create concept proposals, emphasizing expertise in NATO's concept development methodology and strong project management skills. Proposals must be submitted directly to HQ SACT by 27 December 2024, with no hard copy submissions accepted, and the contract is set to be firm fixed-price, effective from January 1, 2025, through December 31, 2025, with potential extensions based on performance and funding availability.
