This government file details responses to industry questions regarding a federal RFP for the remanufacture of F108 jet engine modules (Module 13/15 and Module 14) for both the USAF and USN. Key clarifications include the definition of "restored to as new condition" for LPT blades, requiring all restorable features to be repaired, and confirmation that 1st Stage LPT blades must be new OEM. All LPT blades, new or restored, must meet specific pre-twist angle requirements. The investigation into 4th Stage LPT blades is complete, with no changes to remanufacture processes. The government confirmed that lower-level detail components, with exceptions for service-specific parts, are considered government inventory usable for both USAF and USN modules. Revised delivery schedules for each module type and service are provided. Historical data on remanufacture quantities for each module and service is shared, but scrap rate history is unavailable. Separate SAR packages and approvals are required for each distinct NSN/module. The government will collaborate with awardees lacking access to required data systems (CEMS and CAV-AF). The solicitation release has been delayed to late November - early December due to unforeseen government furloughs. Split awards based on specific NSNs or combinations of up to four NSNs are anticipated. The work is currently performed by two contractors, as there is no organic repair capability at Tinker Depot. The CLIN structure for Module 13/15 will be modified to independently price Stage 1 Blades and remanufacture efforts, with contractors proposing for a stated number of blade replacements. Module 14 CLINs remain unchanged, with over-and-above CLINs addressing future high-risk part replacements.
