Description

$Presolicitation DEPT OF DEFENSE DEPT OF THE NAVY is seeking an $8B Unrestricted Design-Build (DB)/Design-Bid-Build (DBB) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) for various locations in the State of Hawaii and Wake Island. This procurement is for new construction, repair, alteration, and related demolition of existing infrastructure, including residential and industrial buildings, utilities, landscaping, airfields, roadways, dredging and waterfront work, and magazines and petroleum, oil, and lubricant (POL). The contract period of performance is anticipated to be eight years, with a minimum guarantee of $3,000 per contractor. Interested offerors must register on the Procurement Integrated Enterprise Environment (PIEE) to access the solicitation. Registration with the System for Award Management (SAM) is also required for contract eligibility.

The contract will involve a wide variety of individual construction tasks, including design/build and design-bid-build renovation, additions/upgrades and new construction. The projects may include barracks/dormitories, administrative facilities, communication facilities, educational facilities, medical/dental/hospital facilities, dining facilities, industrial facilities, warehouse facilities, ranges, operational/training facilities, roads, streets, bridges, site utilities/ infrastructure, dredging, and aviation facilities (including hangars and aprons) and other base development facilities. The contract will be awarded to multiple contractors through a single solicitation. The procurement consists of one solicitation with the intent to award a minimum of three (3) Indefinite Delivery Indefinite Quantity (IDIQ) type construction contracts. The contract term is anticipated to be 96 months with a base period of 60 months and three 12-month option periods. Task orders will typically range between $25,000,000 and $1,000,000,000. The MACC holders will be required to retain the services of professional architect-engineer (A-E) firms experienced with multi-disciplined architectural-engineering design efforts.
