The Federal Bureau of Prisons (FBOP) is conducting market research for institutional clear mattresses with built-in pillows of various sizes, to be delivered to Federal Correctional Institutions nationwide. This is a Sources Sought Announcement, not a solicitation for award, and aims to gather information for a future solicitation. The procurement falls under NAICS Code 337910 (Mattress Manufacturing), with a small business size standard of 1,000 employees. The FBOP is seeking responses to a questionnaire to determine interest, capabilities, and potential set-aside status. Key questions cover business size, FAR compliance, eligibility for small business programs, ability to supply mattresses per draft specifications, pricing, delivery times, and System for Award Management (SAM) registration. The eventual solicitation will incorporate various FAR clauses and will be distributed via sam.gov. Responses are due by December 15, 2025, at 2:00 p.m. CST.
The Federal Bureau of Prisons' Field Acquisition Office in Grand Prairie, Texas, intends to award a single contract for approximately 43,281 clear institution mattresses with built-in pillows. These mattresses, for both male and female adults in custody, must meet specific size requirements, be lightweight, abrasion-resistant, breathable, stretchable, and conform to a pocket-style construction with internal seams. They must also integrate features to combat MRSA, resist body fluids and bacteria with 99.99% effectiveness, and be fire retardant according to 16CFR 1632, 16CFR 1633, and ASTM E1590 standards. Deliveries will be made on an as-needed basis to various Federal Correctional Institutions across the United States, as detailed in Attachment I, and must be scheduled in advance between 7:30 a.m. and 2:30 p.m., Monday through Friday, excluding federal holidays.
