The Performance Work Statement (PWS) outlines the requirements for conducting Counter-Small Uncrewed Aerial System (C-sUAS) red team assessments at Eielson Air Force Base. The primary purpose is to evaluate air defense capabilities and identify potential gaps in the operational environment. The scope includes planning and executing four red team events by June 2025, during which data will be collected and analyzed to provide insights into C-sUAS effectiveness. Key elements of the contract involve initial and final planning meetings, obtaining necessary airspace approvals, and developing a red air campaign plan utilizing intelligence on potential threats. The Contractor is responsible for assembling and modifying a fleet of over 36 unmanned aircraft for testing. Following the execution of each event, preliminary and final after-action reports will be generated, summarizing findings about C-sUAS performance against various metrics. The document emphasizes collaboration between the Contractor and Government, adherence to quality control measures, and compliance with environmental and safety regulations. The assessment is part of a broader effort by the Department of Defense to enhance air defense strategies in response to evolving threats from uncrewed aerial systems. This initiative highlights the importance of rigorous testing and evaluation methods to inform future training and operational procedures.
The Eielson Air Force Base Counter-Small Uncrewed Aerial System (C-sUAS) Red Team Assessment document outlines the Performance Work Statement (PWS) for conducting red team evaluations to assess air defense capabilities against uncrewed threats. The mission targets identifying gaps in the operational strength of current air defenses by executing red team events by January 2026. The contractor is responsible for comprehensive planning and execution, which includes coordinating with governmental agencies for approvals, developing a red air campaign plan, constructing a diverse fleet of sUAS, and analyzing data collected during tests. Key tasks include initial planning meetings, securing necessary regulatory approvals, and meticulous execution of red team events involving multiple pilots and sUAS. After each event, the contractor must provide preliminary and detailed after-action reports assessing performance metrics and lessons learned. The document emphasizes the importance of the contractor’s collaboration with the government for effective planning and operational success. This PWS underscores the DOD's commitment to understanding and enhancing capabilities against emerging drone threats, integrating feedback into C-sUAS technology development, training, and operational strategies.
The document outlines the Operations Security (OPSEC) requirements related to the Eielson Air Force Base's assessment of counter-small uncrewed aerial systems. It references specific provisions from the Air Force Instruction (AFI) 10-701, emphasizing the importance of OPSEC training for military personnel, Department of the Air Force civilians, and DoD contractors. Key points include the obligation for contractors to provide OPSEC training within 90 days of assignment to contracts involving OPSEC requirements, with restricted access to mission-critical information until training is completed and documented. The document provides links to additional OPSEC training resources. Overall, it underscores the critical nature of safeguarding sensitive information within defense operations to ensure mission integrity and compliance with established security protocols. This is particularly relevant within the context of federal and military contracts that necessitate stringent operational security measures.
