The Department of Homeland Security, specifically the U.S. Coast Guard, intends to award a contract for the repair of the FLEX-500 electronic Governor aboard the USCGC CYPRESS (WLB 210) to Marine Safety and Health Services (MSHS) based on a sole source justification. The primary objective of this procurement is to diagnose, calibrate, and repair the malfunctioning FLEX-500, which has been causing operational issues with the Master Engine, requiring on-site technicians to work closely with the ship's crew. This repair is critical for restoring the operational capability of the vessel, which is currently unable to navigate and will require the contractor to provide necessary equipment and technical support during the performance period from April 15 to June 1, 2025.
