The Department of Defense, specifically the Navy, is seeking information from potential suppliers about their ability to deliver an Explosive Ordnance Disposal (EOD) Multi-Use Expeditionary Response Craft (MERC). The Navy requires up to 25 of these crafts for its Expeditionary Combatant Command's EOD and Mobile Diving and Salvage Units.
These crafts, also referred to as rigid inflatable boats (RIBs), serve as essential tools for Navy operations, enabling diving, demolition, harbor clearance, and expeditionary salvage missions in diverse sea conditions. With stringent requirements for length, weight, beam, and speed, these crafts must adhere to exacting standards. They are equipped with sophisticated features, including twin diesel outboards, advanced communication systems, and provisions for divers.
The Navy is using this Request for Information (RFI) to assess the availability of qualified businesses that can meet their specialized needs. Businesses that respond should have the necessary production capacity, competitive pricing, and efficient delivery mechanisms to fulfill the order. The focus is on finding U.S.-built and U.S.-flagged vessels, and the Navy encourages all qualified sources to submit their responses.
The RFI document outlines the detailed expectations, including specific craft characteristics and performance requirements. Businesses interested in responding must do so by the deadline on August 16, 2024, ensuring that their submissions include relevant experience, facility details, and pricing estimates.
The Navy has indicated its intention to award the contracts for these crafts in the Fiscal Year 2025. Potential suppliers should contact Spencer Rice at Spencer.E.Rice5.civ@us.navy.mil or 202-781-1961, or Joseph Saponaro at joseph.f.saponaro.civ@us.navy.mil or 202-826-8009, for any clarifications or further information.
