JOTFOC for Sole Source 8(a) Direct Award for Enterprise Cybersecurity Services (ECS)

This document is a sole source justification for an urgent and compelling 8(a) direct award to Chenega Systems, LLC, an Alaska Native Corporation (ANC), for Enterprise Cybersecurity, Privacy, Controlled Unclassified Information, and Records Management Support Services for the U.S. Small Business Administration (SBA). The estimated one-year contract is valued at $12,152,654.53. The award is authorized by FAR 6.302-5(b)(4) and FAR 6.302-2(a)(2) due to statutory eligibility for ANCs and the urgent need to prevent a lapse in critical cybersecurity services, which would seriously injure the SBA's operations and its $1+ trillion small business program portfolio. Chenega Systems, LLC is the incumbent contractor and possesses the necessary expertise and cleared workforce. A competitive procurement is underway but will not be completed in time, necessitating this bridge contract to ensure uninterrupted protection of SBA’s IT infrastructure. GSA will use this one-year period to finalize a comprehensive competitive acquisition strategy for future requirements.
