Justification for Other Than Full and Open Competition - Symphony Software Licenses

This document is a sole source justification for the General Services Administration (GSA) to award a contract to Apex Logic, Inc. for Symphony Procurement Suite Licenses. The software is required to support the GSA Alliant 3 Governmentwide Acquisition Contract (GWAC) program, automating pre-award proposal management, source selection, and evaluation processes. Apex Logic, Inc. is the exclusive owner and developer of the Symphony software and is a certified Woman-Owned HubZone small business. The estimated firm-fixed-price contract is valued at $828,000.00 for a base year and two option periods. GSA previously used Symphony for other programs, experiencing significant time and labor savings. The justification for a sole source award is based on the proprietary nature of the software, the contractor's HUBZone certification, and the lack of other viable commercial off-the-shelf solutions identified through market research. GSA plans to eventually transition to its enterprise-wide CALM system, but Symphony is needed as an interim solution due to CALM's current lack of full functionality.
