    Notice of Intent to sole source Smart PM user licenses
    The Department of Defense, specifically the Department of the Army, through the W2SD ENDIST NEW YORK office, has issued a Special Notice for the procurement of SmartPM user licenses. SmartPM Technologies Inc. is being considered for a services agreement with the USACE New York District's Construction Division (CO) to effectively analyze and monitor construction schedules on all active contracts.
    The SmartPM user licenses will provide unlimited access for SmartPM on 75 projects per year, home support for 15 projects per year, and enhanced training for 5 Area offices (base year only). The purpose of this procurement is to evaluate construction schedules regularly, efficiently, and in a scalable manner. The use of SmartPM will help reduce the risk of delays, overruns, and claims, as well as decrease reliance on consultants and attorneys.
    The SmartPM platform will offer various project controls analytics and reports, including schedule specification conformance checklist, executive and program oversight dashboard and analytics, schedule quality and update integrity analysis, progress and performance analysis, schedule delay and inefficiency analysis, schedule risk analysis, autogenerated and distributed reports, schedule compression analysis, forecasted completion analysis, schedule modification analysis, and schedule modeling and TIA features.
    This notice is not a request for competitive proposals or a solicitation response. Interested parties may provide specific information about their product to the Army for consideration. Proposals for alternative sources must demonstrate how they meet the requirements outlined in the notice.
