Special Notice: DEPT OF DEFENSE Financial Counseling Training & Certification Support
The Department of the Air Force, specifically the Air Force Installation Contracting Center (AFICC) – 338th Enterprise Sourcing Squadron (ESS), intends to award a firm-fixed price contract on a sole source basis to the Association for Financial Counseling and Planning Education (AFCPE), U.S.A. The purpose of this procurement is to provide financial counseling training and certification to Military & Family Readiness Centers staff members.
The AFCPE is the only nationally accredited company that meets the government's requirements for financial counseling training and certification services. Their curriculum covers all the necessary financial counseling subjects, including basic budgeting, large purchases, investing, insurance, healthcare, estate planning, and life transitions. The contract period of performance will be 12 months, and the training can be conducted at the contractor's facility and/or virtually.
This notice of intent is not a request for competitive proposals or quotations. The government has determined that AFCPE is the most appropriate contractor for this acquisition. Interested parties must demonstrate clear and convincing evidence that competition would be advantageous to the government. Responses should include a description of the interested party's ability to provide the required certification support, details of the services that would be performed, and the business size of the interested party.
Interested parties must submit their intent and capabilities to satisfy the government's requirement via email to the designated Point of Contacts by 12:00 PM, Central Daylight Time (CDT) on July 31, 2024. The government will then determine whether to proceed with a competitive solicitation or not. If a competitive solicitation is released, it will be announced on the Government-wide Point of Entry (SAM.gov).
