    Presolicitation DEPT OF DEFENSE is seeking to construct fuel storage facilities at Camp Lemonnier, Djibouti, Africa.     Special Notice: DEPT OF DEFENSE Aviation Fuel Storage Facility, Soto Cano Air Base, Honduras The DEPT OF DEFENSE, specifically the DEPT OF THE ARMY, is seeking proposals for the construction of an Aviation Fuel Storage Facility at Soto Cano Air Base in Honduras. This facility will provide a minimum of 300,000 gallons of fuel storage and will consist of three 100,000-gallon factory fabricated storage tanks placed on a curbed foundation slab for containment of small drips and spills. The system will also include two commercial truck offload skids and two truck fillstands, each capable of offloading and issuing fuel at a rate of 600 gallons per minute (GPM). Additionally, a POL Ops building equipped with a fuel laboratory meeting C++ sizing requirement will be required. Interested contractors and their subcontractors and suppliers must be registered in SAM.gov before they can download solicitation information. The registration should be completed one week prior to the issue date of the solicitation. The solicitation documents, plans, and specifications will be available via the Procurement Integrated Enterprise Environment (PIEE) website. It is the contractor's responsibility to monitor the website daily for the solicitation and any changes or amendments. This project falls under the NAICS code 236220 and is open to both small and large businesses. The solicitation includes bid options that may not be awarded. A site visit will be scheduled and information will be provided with the solicitation.
