Knowledge-Guided Test and Evaluation Frameworks for proliferated Low Earth Orbit Constellations

The Space Development Agency, through the U.S. Space Force, is seeking a Direct-to-Phase-II SBIR solution for an adaptive, knowledge-guided test-planning capability to support the Proliferated Warfighter Space Architecture. The work calls for a modern test framework that continuously updates understanding from test results, measures expected knowledge gain against cost or resource use, and dynamically re-plans test sequences to prioritize higher-value activities. The Phase II effort is intended to adapt a sequential, probabilistic approach such as Bayesian inference to proliferated LEO constellations, with open APIs, modular or containerized architecture, and utility models tied to mission priorities including latency, resiliency, and throughput.
