The Department of Defense (DoD) is seeking proposals for an SBIR solicitation titled "Phase I Open Call for SMALL BUSINESS CLOSING SUPPLY CHAIN GAPS FOR AGING WEAPON SYSTEMS". The topic is being solicited by the Defense Logistics Agency (DLA) and falls under the critical technology areas of Nuclear, Mission Readiness & Disaster Preparedness. The objective of this solicitation is to expand and develop new Small Business Manufacturer (SBM) industrial base partners to support the manufacturing of parts for aging weapon systems managed by DLA and the Services. Competitive proposals should originate from small business manufacturing firms and include their process for manufacturing a National Stock Number (NSN) or component for a specific weapon platform. The project duration for Phase I is 6 months with a cost limit of $50,000, while Phase II has a duration of 24 months and a cost limit of $1,000,000. DLA intends to make 4 awards against this topic, and each small business concern may only submit one proposal. The Phase I project should focus on becoming an approved source for a DLA managed NSN, which will qualify the SBM for non-competitive Phase II awards and DLA NSN procurements. Phase II advances the project into production and may require additional research. Successful Phase III could lead to awards from DLA or the Services for the proposed NSN. The developed technology and manufacturing processes could have dual-use applications in both military and commercial sectors. The SBM is expected to pursue commercialization of the technologies and processes developed through participation in future DLA procurement actions.
