The USAID Partnership for Higher Education Reform aims to enhance Vietnam's higher education system, addressing major challenges such as governance, curriculum relevance, and institutional research capacity. The program invites applications for a Cooperative Agreement to implement reforms that promote autonomy, sustainability, and academic quality in three major universities: Vietnam National University-Hanoi, Vietnam National University-Ho Chi Minh City, and the University of Danang. Eligible applicants include non-profit and for-profit organizations, encouraged to provide a minimum of 10% cost share. USAID anticipates a total funding of up to $14.2 million over a five-year period, with one award expected. The applicant’s proposal must reflect an understanding of Vietnam’s educational landscape, emphasize partnerships, and contribute to enhancing gender equality and local capacity development. Responsive applications will articulate a feasible technical solution aligned with the objectives of increased institutional autonomy, improved academic quality, and enhanced research capacity. There will be a co-creation process with USAID to finalize the implementation approach, emphasizing collaboration and strategic partnerships with the private sector. This initiative represents USAID’s commitment to fostering a robust education framework aligned with global standards while adapting to reform needs and workforce demands in Vietnam.
