Sources Sought DEPT OF DEFENSE is seeking potential and capable sources for the anticipated requirement of Ready Relevant Learning (RRL) Support for the Center for Explosive Ordnance Disposal and Diving (CEODD) in Panama City, FL, and two learning sites (LS): Naval School Explosive Ordnance Disposal (NSEOD), Eglin Air Force Base (AFB), FL, and Naval Diving and Salvage Training Center (NDSTC) in Panama City, FL. The draft Performance Work Statement (PWS) provides detailed information on the expected outcomes, qualifications, and tasks. The Naval Supply Systems Command (NAVSUP), Fleet Logistics Center Jacksonville (FLCJ) is conducting this market research to determine if there are enough qualified small business contractors capable of fulfilling the agency's needs. The anticipated contract is a Firm Fixed Price (FFP) contract with a performance period from 20 December 2023 through 22 December 2024, and four 1-year option periods. Interested offerors are invited to respond to this Sources Sought notice by submitting an executive summary describing their capabilities, resources, technical competencies, and organizational experience. The submission should include company information, Unique Entity ID number, business size, and classification, as well as relevant corporate experience information. Responses must be submitted via email by 01:00 PM EST on 12 October 2023.

Description

The Sources Sought Notice is to determine potential and capable sources for this anticipated requirement [Ready Relevant Learning (RRL) Support for the Center for Explosive Ordnance Disposal and Diving (CEODD) Panama City, FL, and two learning sites (LS): Naval School Explosive Ordnance Disposal (NSEOD), Eglin Air Force Base (AFB), FL, and Naval Diving and Salvage Training Center (NDSTC) Panama City, FL.] The attached draft Performance Work Statement (PWS) contains detailed information on what is expected in the outcomes of contractor performance, qualifications, and associated tasks.  As part of this market research, Naval Supply Systems Command (NAVSUP), Fleet Logistics Center Jacksonville (FLCJ) is issuing this Sources Sought Notice to determine if there exists an adequate number of qualified interested small business contractors capable of fulfilling and understanding the agency's needs as outlined within the draft PWS. The Government may use the responses to this notice for information and planning purposes.  The draft PWS is for Performance-Based Acquisitions that clearly describes the scope of services and the contractor's expected performance objectives and standards. The draft PWS may vary from the work scope in a final PWS included in any Request for Quotations (RFQ). A Firm Fixed Price (FFP) contract is anticipated. The anticipated performance period is 20 December 2023 through 22 December 2024 with four (4) 1-year option periods. The North American Industrial Classification System (NAICS) code for this acquisition is 561499 All Other Business Support Services.  Offerors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirement are invited to respond to this source sought notice via submitting an executive summary, at most five (5) pages in length. Responses must use twelve-point Times New Roman font. The responses should briefly describe the capability, resources, technical competencies, and organizational experience vital to the Warfighter's mission. The Government will not consider standard brochures and/or paraphrasing of the draft PWS insufficient to demonstrate an interested party's capabilities. The submission should include the following information: Company name, address, and point of contact with corresponding phone number and email address Unique Entity ID number, business size, and classification Relevant corporate experience information Relevant corporate experience information is defined as experience (within the past five years) of the same or similar services to that described herein and a technical description of the ability to meet the requirement (2 references). The corporate experience should include: The applicable contract number. Contract period of performance. A brief description of the services provided. The relevancy of the services to the proposed requirement. The contractor shall include a customer point of contact with a corresponding telephone number and email address. This Sources Sought notice only identifies potential sources as part of NAVSUP FLC's market research. No RFQ exists; therefore, do not request a copy of the RFQ. Please restrict all responses to nonproprietary information. The Government will not return responses to this notice. Responders are solely responsible for all expenses associated with responding to this notice. NAVSUP FLCJ will not pay for information received in response to this notice. Do not submit pricing information in response to this SSN. All submissions must be submitted via email to joseph.d.tolbert.civ@us.navy.mil by 01:00 PM EST on 12 October 2023. Submissions shall also contain any questions or issues concerning this Sources Sought Notice.
