The US Army Corps of Engineers (USACE) Europe District plans to award multiple construction contracts to support defense operations within Germany and BENELUX. The contracts will be Indefinite Delivery Indefinite Quantity (IDIQ) and Firm Fixed Price, with a shared capacity of up to $495 million.
The scope of work involves design-build and design-bid-build construction projects, including building renovation and environmental work such as excavation, plumbing, demolition, electrical, structural, and concrete tasks. The projects are aimed at delivering new facilities and maintaining real property.
Phase 1 of the selection process will involve evaluating companies' capability and past performance in managing and executing such construction projects. The government will select around five highly qualified firms to participate in Phase 2, requiring detailed proposals for a seed project. Phase 2 will focus on submitting comprehensive plans, narratives, and pricing for the seed project. The selection criteria will consider technical merit and price using a best value tradeoff approach.
The opportunity is open to all qualified companies, with a minimum guarantee of $2,500 for the base period. Firms must meet financial eligibility requirements and provide bonding or financial protection. The anticipated contract award date is May 2025, with solicitation documents available around August 2024.
Interested parties should register on SAM.gov and ensure compliance with the solicitation requirements. Electronic proposal submission will be mandatory. Firms are encouraged to attend a pre-proposal conference in Frankfurt, Germany, on 31 July 2024, ahead of the Phase 1 proposal deadline on 5 October 2024.
