N00164-23-Q-0126 – SOLE SOURCE – TEST EQUIPMENT MAINTENANCE AND REPAIR – FSG J066 - NAICS 811210 ISSUE DATE 14 MAR 2023 – CLOSING DATE 21 MAR 2023 – 2:00 PM Eastern Time Naval Surface Warfare Center (NSWC) Crane has a requirement for maintenance and repair service to be performed on two government-owned assets, the ETS780 (50MHz) mainframe test systems.  Services will include diagnostics, repair of malfunctioned equipment, preventative maintenance, calibration, and software upgrades in accordance with incorporated Statement of Work (SoW).  The assets were manufactured by HiLevel Technology Inc., who maintains the proprietary designs and data. The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, HiLevel Technology Inc., 17805 Sky Park Cir Ste E, Irvine CA 92614, under the authority of FAR 13.106-1(b). This is being sole sourced because HiLevel Technology Inc. is the OEM of this custom equipment, and holds all proprietary rights and data to this test system All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
