Request for Information - Engineering Services and Supplies

The Naval Surface Warfare Center (NSWC) Crane Division has issued a Request for Information (RFI)/Sources Sought (SS) (N00164-26-S-NB16) to gather information for engineering services and supplies supporting the AEGIS Weapon System and AN/SPY Radar Signal Processor. This is not a solicitation for proposals, but rather an effort to potentially mitigate a sole-source award to Lockheed Martin for a five-year Basic Ordering Agreement (BOA). The government intends to award this BOA to Lockheed Martin due to anticipated substantial duplication of costs and unacceptable delays if a competitive procurement were pursued. The RFI/SS seeks capability statements, product literature, white papers (max 5 pages), and other pertinent information from contractors to challenge the sole-source basis. Responses should include contractor details (name, address, business size, POC, phone) and reference the announcement number. All interested parties must be registered in the System for Award Management (SAM). No funding is available for responses, and costs incurred will not be reimbursed. Submittals should not contain classified information and will be safeguarded if proprietary. The closing date for responses is December 10, 2025, at 2:00 PM EST (EDT).
