Two (2) Information Technology Specialists - Santa Fe Indian Health Center & Satellite Clinics

The Indian Health Service (IHS) is soliciting proposals for two Information Technology Specialists to provide non-personal healthcare services at the Santa Fe Indian Health Center and its satellite clinics in New Mexico. This Firm-Fixed-Price contract includes a base year and two option years. Key responsibilities include managing Windows and VM Cloud systems, IT Helpdesk support, network administration, and data management. Contractors must possess a Bachelor's in Computer Science or equivalent, with specific experience in VM cloud servers, network administration, SharePoint, Helpdesk support, and EHR/RPMS. Security requirements include fingerprinting, background checks, and adherence to HIPAA and IHS IT security policies. The contract is set aside for Indian Small Business Economic Enterprises under the Buy Indian Act. Invoices are to be submitted electronically via the Invoice Processing Platform (IPP).

The Department of Health and Human Services' Indian Health Service uses a Past Performance Survey to evaluate contractors for solicitations. This survey collects detailed client information, including project names, contract numbers, and contact details for project managers. It features open-ended questions to assess the contract's scope, complexity, and relevance, covering aspects like contract type, end goals, patient background, planning, staffing, and timelines. The survey also includes a rating system—Excellent, Good, Acceptable, Marginal, and Unacceptable—to assess contractor performance in categories such as Quality of Service, Cost Control, Timeliness of Performance, Business Relations, and Customer Satisfaction. This comprehensive evaluation tool helps the government determine a contractor's overall past performance, ensuring informed source selection for future projects.

The Indian Health Service (IHS) requires offerors to self-certify as an "Indian Economic Enterprise" (IEE) in accordance with the Buy Indian Act (25 U.S.C. 47) and HHSAR 326.601. This certification must be maintained from the time of offer through contract award and for the full term of contract performance. Offerors must immediately notify the Contracting Officer if they no longer meet eligibility requirements. While self-certification is required, Contracting Officers may request additional documentation, and awards may be subject to protest. Successful offerors must also be registered with the System for Award Management (SAM). Providing false or misleading information is a violation of law, punishable under 18 U.S.C. 1001, with false claims during performance subject to penalties under 31 U.S.C. 3729-3731 and 18 U.S.C. 287. The form requires the offeror to explicitly state whether they meet the IEE definition, with spaces for the 51% owner's name, certifying signature, printed name, federally recognized tribal entity, business name, and DUNS number.
