A determination not to compete this proposed contract was made pursuant to 48 CFR sections 81.7008, the Federal Acquisition Regulation (FAR) 19.406 Sole source award to a Small Disadvantage Veteran-Owned Small Business (SDVOSB), and FAR 13.106-1(b)(1) – “Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.”

The Contracting Officer (CO) has determined that the anticipated price is fair and reasonable based on market research. NGA conducted research to evaluate cost in relation to service requirements, ensuring the best value solution for the Government.

Based on this analysis, Ascendant Program Services represents the most advantageous option to meet NGA’s needs.
