Active Expendable Decoy (AED) Procurement and Support

The Naval Air Systems Command intends to award a Firm Fixed Price Modification N0001925C0062 P00004 on a sole source basis to Leonardo, United Kingdom. The procurement will be for an estimated quantity of 1,200 Active Expendable Decoys (AED), impulse cartridges, related support equipment and repairs, and field service representative support for the F-35 platform.  This modification is intended to satisfy requirements for Fiscal Year (FY) 2026.

These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304 (c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."  Leonardo UK is the only contractor who possesses the manufacturing technology, infrastructure, capacity, and platform qualifications to complete all requirements detailed in the related Sources Sought Notice posted to SAM.gov on 06 June 2024. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements.
