    The United States Marine Corps is seeking to acquire specialized parachutes, specifically the Container Delivery System (CDS) and Joint Precision Airdrop System (JPADS) parachutes, through a non-competitive process. Market research, including a Request for Information (RFI) posted on SAM.gov, identified Airborne Systems (CAGE Code 57172) as the only contractor capable of manufacturing these parachutes. Due to the inherent risks associated with parachute utilization and the need to avoid delays and high risks to government personnel, the Marine Corps determined that soliciting from Airborne Systems exclusively is in the best interest of the government. This justification for using other than full and open competition is based on Airborne Systems being the sole responsible source that can meet the stringent requirements, ensuring mission readiness and personnel safety.
