This document is a Justification for Other Than Full and Open Competition (J&A) for extending expiring Communication Service Authorizations (CSAs) for the Defense Information Systems Agency (DISA). The J&A, under statutory authority 10 U.S.C. 2304(c)(1), addresses the need to continue essential long-haul telecommunications services provided by various contractors to military departments and other federal agencies. These services, ranging from basic business lines to critical national security operations, must remain uninterrupted while DISA's Defense Information Technology Contracting Organization (DITCO) determines whether to re-compete or discontinue them. The J&A acknowledges challenges with an automated tracking tool, necessitating manual efforts and justifying the extension of approximately 700 existing CSAs until a new order entry tool is deployed in 2024. The extensions ensure continuity of service and allow time for proper re-award or discontinuance actions, with competitive re-awards planned where applicable.
