Description

Sources Sought Notice: Homeland Security, Department of, Federal Emergency Management Agency (FEMA) is seeking program and technical support services. These services will be used to provide program management, consulting, and technical support to the Office of Policy and Program Analysis (OPPA) within a dynamic emergency management environment. The contractor will advise and assist OPPA Leadership and the Business Management Office (BMO) in providing service, advisement, communication, and coordination across all offices and divisions within OPPA. Additionally, the contractor will provide dedicated support to the Emergency Policy and Recovery Division (ERPD), Infrastructure Analysis Division (IAD), Policy, and Strategy. The contractor is expected to have senior-level experience and expertise in various areas including strategy and policy management, strategic planning, communications, event coordination, reporting and analytics, customer experience, and budget analysis. FEMA is particularly interested in understanding the industry's perspective on funding, service delivery, customer satisfaction, and coordination of post-trauma casework or case management. Special Notice for NPD-38 / FEMA, ICPD Headquarter Support Services The Department of Homeland Security, Department of Federal Emergency Management Agency (FEMA), is issuing a Special Notice for the procurement of Individual and Community Preparedness Division (ICPD) Headquarters Support Services. This service is typically used to provide administrative management and general management consulting services. FEMA has decided not to consolidate the "Web Development and Support" and "Correspondence Management" sections into a single requirement for the upcoming NPD-38 solicitation. This decision is in compliance with the Federal Acquisition Regulations and the Small Business Administration's 8(a) program directives and policies. The estimated dollar range for this requirement is $20M-$50M, and it is designated as a 100% Small Business set-aside. The anticipated contract vehicle is OASIS. The Solicitation Release date is expected to be in June 2024, with a target award date in August 2024. The ICPD Digital Support Services will be procured separately by the Information Technology Section of FEMA's Office of the Chief Component Procurement Officer.
