The kinetic payload requirement is >22 pounds for the warhead, fuze, and HOBs only, with no weight limit for the entire AIS system as long as it fits the specified dimensions. Vendors are explicitly prohibited from submitting classified information, with responses limited to Controlled Unclassified Information (CUI). The government also inquired about the systems companies are currently using and has not yet provided CONOPs for the desired missions.

Recipients are permitted to print a maximum of ten copies, which remain government property and must be controlled according to NISPOM and DSS procedures. The document emphasizes that the GFI may contain export-restricted technical data, with severe penalties for violations. Prohibited actions include unauthorized duplication, transmission, disclosure to individuals without proper clearance or need-to-know, and disclosure to foreign nationals or entities. Recipients must maintain disclosure records and destroy all documents within thirty days of the solicitation submittal date, keeping destruction records for five years.
