    Description

NASA's National Aeronautics and Space Administration (NASA) is seeking to procure Elevated Temperature Oxide Dispersion Strengthened Alloy Fatigue and Tensile Testing services through a sole-source contract with PRODUCT EVALUATION SYSTEMS, LLC. The objective of this procurement is to conduct comprehensive mechanical testing of specialized alloys, which are critical for various aerospace applications, ensuring their performance under elevated temperatures. The selected vendor must possess specific accreditations and experience with NASA's oxide dispersion strengthened alloys, with testing to be performed at NASA's Marshall Space Flight Center (MSFC) within a 20-week timeframe from sample receipt. Interested organizations may submit their capabilities and qualifications to Laura Quave at laura.a.quave@nasa.gov by 4:00 p.m. Central Standard Time on August 11, 2025, to potentially challenge the sole-source determination.

NASA's Marshall Space Flight Center requires an independent laboratory to perform mechanical testing of elevated temperature oxide dispersion strengthened alloys. The selected vendor must be Nadcap and A2LA (ISO/IEC 17025:2017) accredited in ASTM E8/21, E606/E466, and have experience with NASA ODS alloys. The scope of work includes receiving, tracking, machining, and testing samples. The vendor will conduct tensile testing on 165 samples (65 at room temperature, 100 at elevated temperatures up to 2100F) per ASTM E8/E21. Low cycle fatigue (LCF) testing will be performed on 75 specimens at room and elevated temperatures up to 2100F according to ASTM E606. High cycle fatigue (HCF) load control testing will be done on 75 specimens at temperatures up to 2000F per ASTM E466. All machining and testing must be performed onsite, with no subcontracting allowed unless approved by NASA. The project has a 20-week completion target from sample receipt. Deliverables include a final test report, digital data (CSV/Excel), and raw data with hysteresis curves. NASA will provide detailed test matrices and ongoing communication is required for fatigue testing updates and overruns.
NASA/NSSC plans to award a sole-source contract to PRODUCT EVALUATION SYSTEMS, LLC for Elevated Temperature Oxide Dispersion Strengthened Alloy Fatigue and Tensile Testing. This action is justified under FAR 13.106-1(b)(1)(i), as the company is deemed the sole provider of these specialized services. The procurement, managed by NASA/NSSC, will see performance at NASA/Marshall Space Flight Center (MSFC). The acquisition of these commercial items and services will follow FAR Part 12 and FAR Part 13. The NAICS Code for this effort is 541380. Interested organizations may submit their capabilities by August 11, 2025, to Laura Quave at laura.a.quave@nasa.gov to potentially challenge the sole-source determination. The decision to proceed on a non-competitive basis remains at the government's discretion. Oral communications are not accepted, and NASA Clause 1852.215-84, Ombudsman, is applicable.
